Victoria Daly Regional Council operates community offices across each of the region’s five wards.
Located in Nauiyu, Pine Creek, Timber Creek, Kalkarindji and Yarralin, these offices are managed by a Council Operations Manager, who leads a team of employees to deliver core local government functions, as well as contract funded agency services.
Our Regional Office in Katherine provides back of house services in finance, human resources, governance, contract management and technical operations – asset management.
This is overseen by:

Chief Financial Officer – Maxie Smith
Maxie brings more than 15 years of local government experience across the Northern Territory, having held executive leadership roles with both municipal and regional councils, including Director and Chief Executive Officer positions. Prior to joining local government, he gained valuable experience in the Northern Territory Government and private industry.
A Certified Practising Accountant (CPA), Graduate of the Australian Institute of Company Directors (GAICD) and qualified personal coach, Maxie enjoys the diversity of local government and the opportunity to solve complex challenges, work closely with communities and make a meaningful difference. He is passionate about continuous learning and delivering positive outcomes for the communities he serves.
Outside of work, Maxie enjoys spending time with family, fishing and exploring new places by bicycle.
Director of Infrastructure and Assets – Jessica Polglase
Jessica brings more than 20 years of senior leadership experience in infrastructure, asset management and service delivery across local government, utilities and the private sector in Australia and New Zealand.
Having lived and worked with her family across the Pacific, New Zealand and Australia, Jess has a proven track record of leading large multidisciplinary teams, delivering complex capital works and maintenance programs, and driving organisational performance through strategic planning, strong governance and operational excellence.
Jessica is committed to sustainable asset management, meaningful stakeholder engagement, and delivering high-quality infrastructure and essential services that support the long-term wellbeing and prosperity of the Victoria Daly region.
