Community Development Program
The Federal Government has reformed remote employment services to better reflect the aspirations of people in remote Australia. The focus of the program is to provide practical outcomes and assist community members to help themselves. Flexible and focused on local decision making and local solutions, the Community Development Program (CDP) is an essential part of the Federal Government’s agenda for increasing employment and breaking the cycle of welfare dependency in remote areas of Australia.
The revised CDP commenced on 1 July 2015; managed by the Federal Government through the Department of the Prime Minister and Cabinet (PM&C) with responsibility for funding, managing, and monitoring Remote Jobs Community Program (RJCP) Funding Agreements.
The CDP is delivered nationally in 60 regions covering more than 1,000 communities with the CDP provider providing a single point of contact for job seekers and employers in each CDP region. Sub-contracting IS Australia, VDRC is contracted to provide services across Region 32, the Victoria River Region, the period 1 July 2015 to 30 June 2018.
With four (4) fulltime offices at Kalkarindji, Lajamanu, Yarralin and Timber Creek, the CDP has an active caseload of 530 job seekers spread across Council communities. Twenty (20) Work for the Dole (WfD) activities are operating across the region with some significant achievements being realised.
Two performance reviews occurred over the financial year. With a significant change to the performance framework announced in October 2016, focus and weightings changed to Work for the Dole and attendance. Fourteen (14) targets became nine (9) and KPI weighting changed. Performance targets in KPI 2 changed considerably, refocusing on consultation about WfD activities and real, actual attendance.

Over the financial year, the CDP referred 178 job seekers to job opportunities and placed 146 into employment. Of those placed into employment, 65 job seekers remained in employment for 13 weeks and 48 job seekers remained in employment for 26 weeks.
Staffing of the CDP has remained stable throughout the year with an increase in Indigenous staff to 60%.
