Victoria Daly Regional Council Appoints Jennifer Marston as Chief Executive Officer

Victoria Daly Regional Council is pleased to announce the appointment of Jennifer Marston as its new Chief Executive Officer, following an extensive national search for a dynamic and community-driven leader.

Mayor Cr Brian Pedwell said Ms Marston brings a wealth of executive experience across state and federal government, and a strong commitment to community empowerment, organisational performance, and cultural inclusion.

“We look forward to welcoming Jennifer to the Victoria Daly Regional Council team. Her appointment marks a new chapter for Victoria Daly, as we continue moving forward together,” said Mayor Pedwell. “Her track record in public sector transformation, infrastructure recovery, and Indigenous engagement aligns perfectly with the priorities of our Council and the aspirations of our communities. She brings strategic capability, operational discipline and a genuine passion for place-based outcomes.”

Ms Marston’s recent role as Executive Director, Agency Capability and Improvement at the Public Sector Commission, and prior leadership roles at the Department of Planning, Lands and Heritage, NSW Department of Communities and Justice and experience working in remote regions of Western Australia through her engagement with the WA Planning Commission and the WA Government Aboriginal Cultural Heritage Committee, have equipped her with a broad and adaptable skillset. Her portfolio has included overseeing multimillion-dollar infrastructure projects, embedding accountability cultures, and leading reforms in complex service environments.

Her appointment comes at a pivotal time for Victoria Daly, as the Council continues to implement transformative changes in service delivery, workforce development, and governance across its dispersed and culturally rich communities, including Kalkarindji, Pine Creek, Yarralin, Timber Creek and Nauiyu.

“I am deeply honoured to be appointed CEO of Victoria Daly Regional Council,” said Ms Marston. “This is a unique opportunity to work alongside Councillors, Traditional Owners, community leaders and staff to strengthen the Council’s connection to the people it serves. I look forward to building trust, delivering results on the ground, and creating a workplace culture where everyone is empowered to make a difference.”

Ms Marston holds a Master of Business Administration, a Master of Arts in Public Sector Leadership, and a Graduate Diploma in Public Sector Management. She has also completed the Australian Institute of Company Directors Course and has served on Audit and Risk Committees in the public sector. Her professional style is characterised by clarity, inclusivity and action-oriented leadership.

Mayor Pedwell said Ms Marston’s appointment reflects the Council’s vision of being a transparent, community-focused organisation committed to good governance, sustainability, and cultural respect.

“Jennifer is ready to lead the organisation through its next phase of growth. Her experience in complex public sector environments and her ability to deliver with integrity and transparency will be invaluable as we continue to improve outcomes for all communities across our region,” he said.

Ms Marston will commence her role in early May. Council extends its sincere thanks to the Interim CEO and Council staff for their dedication and leadership during the interim period.
